Quantum’s Senior Team has a wealth of experience within the investment, banking, asset management, real estate and care sectors.

Richard Bernays


Richard recently retired as Chairman of Hermes Pensions Management and is now Chairman of several investment companies. After 21 years at Mercury Asset Management, he became CE of Hill Samuel Asset Management Group. From here Richard became CE of Old Mutual International which established Gerrard, later to become Barclays Wealth, the largest private client management group in the UK.

David Hines


David has over 30 years of property experience in the residential, retirement and commercial sectors. A member of the Chartered Institute of Marketing, he has been a Governor of Bournemouth University since 2007.

Formerly, David was National Head of Residential Development for Savills Plc, where he managed 20 regional businesses throughout the UK.

Julian Shaffer


With an exceptional banking and financial markets background, Julian has successfully built Quantum Group and its companies, over the last 16 years.

Committed to the customer, he identifies exact requirement, creating finely tuned bespoke products, in advance of his sector peers.

He has brought together the best professional teams, each contributing to the delivery of a portfolio of excellence; to our customer base, shareholders and investors.

Arlene Keenan


Arlene joined Quantum as Group CFO in 2015, following 16 years at Euromoney Institutional Investor Plc, where she worked across a number of their businesses in the UK and overseas, most recently, as COO/CFO for their Capital Markets Group.

Prior to that she was an Audit Manager at KPMG in London, focusing on financial clients. A Fellow of the Institute of Chartered Accountants, Ireland, Arlene is also a member of the Institute of Taxation.

Bill Yardley


Bill is currently Vice Chairman of Orbit Living, a provider of affordable homes and a Non-Executive Director at the Houses of Parliament.

Previously, Bill held Director level appointments in both the private sector and in government; a Non Executive Director at Royal Bournemouth and Christchurch NHS Foundation Trust, a member of the Government Construction Board, a Crown Representative, a Public Member of Network Rail and a Governor of the University of Chichester.

Dr Stephen Tomkins


As a practicing GP, Stephen has established himself as one of the leading clinicians in his profession. He runs an exceptional practice, whilst instilling good ethical clinical care as the bedrock of its success.

As a Program Director for Bournemouth University, Stephen educates doctors to become GP’s. In addition, he represents his county as a Clinical Chair on the Dorset Clinical Commissioning Group.

His role within Quantum, ensures both the focus and delivery of clinical excellence standards.

Simon Hammond


Simon has been a member of the Quantum senior management team for over 13 years.

Leading the Community Engagement and Land departments, Simon has an intuitive ability to identify opportunities and convert these into pipeline.

Instrumental in a succession of key off-market acquisitions, Simon’s commercialism was a contributing factor towards successfully negotiating independent contracts with the MoD and latterly the NHS. He has an impressive record of building trust with local communities and councilors, creating support and overturning objections.

Anthony Clifton Brown


Anthony Clifton Brown retired as a Director from Savills Plc, following a distinguished career spanning over 40 years.

Latterly, he specialised in advising clients on sheltering Capital Gains and Inheritance Tax; setting up property-based trading activities for this purpose.

Working closely with Quantum for over 10 years, Anthony is pivotal with the continual relations between Quantum and their investor partners.

John Beesley


With considerable knowledge of the work and function of the public sector, John has experience of how to bring forward an ambitious development strategy, focused on prioritising the housing agenda across all tenures; building or enabling more affordable housing, the provision of homes for local people and taking measures to improve standards throughout the sector.

A Fellow of the Institute of Hospitality, John is an accomplished hotelier and hospitality consultant specialising in all areas of management, planning and hotel development.

Alex Adams


Having graduated in medicine from UCL, Alex moved into investment banking, working in European Equity Sales with Salomon Smith Barney.

He later founded his own property development company, which he has successfully run over the past 15 years; focusing across the south of England, unlocking complex planning situations to maximise potential of land and property.

Alex now heads up Quantum Strategic Land, where he applies Quantum’s longstanding principles to design and build beautiful environments, creating value, social prosperity and sustainability.

Ian Henderson CBE


Ian Henderson retired as Group Chief Executive of Land Securities Plc in 2004. He is now Vice President of the Central and Cecil Housing Trust.

Notable former roles include; Trustee of the Natural History Museum, where he now retains a role chairing the museum’s Estate and Buildings Advisory Committee; Council Member of the Royal Albert Hall; Deputy Chairman of Capital and Counties Properties Plc; and Chairman of the Governors of the Dolphin Square Foundation.

Tony Norris


Tony has launched and advised on more than £15bn of assets during his career at Dusco, PIL Invest and now Gallium.

He is a chartered accountant and, as well as raising considerable amounts of investment capital from both institutional and private investors, he possesses a very detailed knowledge of the technical and compliance issues involved.

The sign-off process for Quantum investments runs entirely through Gallium, who handle all due diligence and regulation including HM Treasury requirements, HMRC obligations and FCA compliance.

David Webb


David has been practising as a Solicitor for over 30 years and is Managing Director of Matthew & Matthew Ltd, based in Bournemouth. As well as being a Solicitor David is a member of STEP – The Society of Trust and Estate Practitioners which is a reflection of the knowledge and experience he has in this area.

David has been Quantum’s legal advisor for over 12 years, advising the company on all its legal matters including acquisitions, disposals and financing of development and investment sites. David has also conducted the sales of the assisted living care flats and the part exchange of individual’s homes.

Susan Cowan


Susan is a partner in Lester Aldridge LLP, a law firm based in Bournemouth with offices in Southampton and London. Susan specialises in non-contentious corporate and partnership work, with the emphasis on corporate structures and reorganisations, shareholder, member and partnership agreements and acquisitions and disposals. Susan’s transactional work is largely in the care sector and she also advises many GP practices on their partnership agreements and partnership issues.

Susan has worked with Quantum for more than ten years and has prepared the partnership/member documentation for many of Quantum’s investment and development partnerships over that time. Susan is ranked in Chambers UK 2016 for Partnerships: Medical (UK-wide) and is recommended in The Legal 500 UK 2015.
